Joint Committee on ILP reaffirms stand


IMPHAL, September 5: A “One Day National Convention on Inner Line Permit System in Manipur” was held today at MDU Hall Yaiskul organized by Joint Committee on Inner Line Permit System Imphal.

The function was attended by Sapam Cha Jadumani, convenor; Mutum Churamani, Khomdram Ratan Joy Chingakham, con-convenors of Joint Committee on ILP System; Dr T Lunkim, chairman, Kuki organization for Human Rights; RV Minthing Tangkhul, former Minister; Md Kheiruddin Shah, president of All Manipur Muslim Co-ordinating Committee as the presidium members.

The function saw participation from various civil organizations, student bodies and individuals including leaders of NIPCO, Meira Paibi, IPSA, UFO, Kuki Mother Association, AMSU etc.

Khaidem Mani, senior advocate, A Mobi, president of AMWJU, RK Ranandrajit, social activist and Dr L Khomdon, advisor, FREINDS were also seen at the function.

Speaking at the convention, leaders of various civil organizations expressed their views on the issue of ILP in the state.

Karam Sunil of NIPCO said “regulation of ILP in the state depends on the wishes of our CM O Ibobi”

Thokchom Ongbi Ramani, general secretary of Nupi Samaj, questioned the motive behind the centre government by ignoring the issue of ILP. She said “are they simply ignorant to understand the issue or are they against the wishes of the people of the state.”        

A Mobi, president of AMWJU said “if the government fails to regulate the act, we need to prepare ourselves voluntarily by demanding domicile certificate, Identity proof, NOC from a local club or a Pradhan, Police verification certificate etc from those migrants. If we follow these few steps it will somehow control the issue of migrants.”

After a brief discussion at the convention three resolutions were passed unanimously. The resolutions are; the national convention today welcomes the private members resolution at the state cabinet meeting and Manipur Legislative Assembly on July 12 and 13 respectively that “the Manipur Legislative Assembly passes a resolution to extend and adopt the Bengal Eastern Frontier Regulation 1873 with necessary changes in the point of details to the state of Manipur and to urge the Government of India to comply the same”; the national convention today reaffirms it stand on giving a deadline of November 18, 2012 for the state government to regulate ILP system in the state; if the India government and Manipur government fails to implement ILP system in the state within the given deadline then the people of Manipur will implement the system by themselves and non-cooperation movement along with other forms of agitation will be launch in a democratic way.
