Elected five times to the assembly from Wangoi in Imphal West district, Singh was a state minister (1977-79) and later became the assembly speaker in 1995.
Singh was chief minister from 1997 to 2001 of the United Front government led by his party, Manipur State Congress Party.

After completing his masters' degree (education) and teaching at the prestigious Johnstone Higher Secondary School here, Singh had joined active politics as a member of Indian National Congress in 1971.
The cremation took place at his native village Wangoi, 35 km from here, this evening, the Cremation atten from various section of people , local including the RK dronredro singh former CM and Raj Shabha MP Angou singh also present .
Today the Governor of Manipur His Excellency Gurbachan Jagat is deeply shocked by the passing away of Former Chief minister Wahengbam Nipamacha singh today after a short illness, in his condolence meassage to his bereaved wife wahengbam ongbi Maipakpi Devi .
Governor expressed that Nipamacha was a straight forward and outspoken leader whose contribution during the critical phase of the state will be remembered and his demise is a great loss for the state of Manipur.
His excellency and his wife convey their condolences to the bereved members of the family that the soul of the departed leader rest inn peace in the heavenly abode and also to give strength to bear the irreparable loss.
In the Cheif minister O.ibobi singh said that Nipamacha had a significant record of service to the state of Manipur . He was a rare chief minister who earned the love and admiration of the people for his straight forwardness , sense of public service , innate simplicity and honesty.
Chief minister O. Ibobi singh said that in his death , the state has lost an eminent political leader and an excellent human being. Ibobi convey deepest condolences and sympathies to the family members and pray to almighty god too give them strength to withstand this loss.
A condolence meeting on the sudden demise of Shri W. Nipamacha Singh, Former Chief Minister of Manipur held this evening at BJP State Party Head Office, Nityaipat Chuthek, Imphal with Prof. S. Tikendra Singh, State Vice President in the Chair.
A release of the state unit said, the meeting expressed a deep sorrow and grief on the sudden demise of Nipamacha Singh who dedicated and sacrificed for the Society. The meeting took share the shock and grief of his bereaved family, relatives and well wishers. He was Party candidate in the last Lok Sabha Election from Inner Manipur Parliamentary Constituency. Nipamacha was Chief Minister of Manipur twice and held Cabinet Minister in-charge of various Ministries. He was also Speaker of the State Assembly. During his tenure as Chief Minister, 5th National Game was held at the State. He implemented the recommendation of 5th Pay Commission to the State employees.
The BJP, Manipur Pradesh paid the last Shradhanjali to Swargiya Nipamacha Singh and also prayed to the Almighty to remain his departed soul in his Heavenly Abode, the release added.
