GoM is directly interfering in the functioning of ADC

Imphal, November 6: Imposing of 200 point rooster in the appointment of 898 Chowkidar-cum-peon in the six Autonomous District Council (ADC) of the state in a contract basis is nothing but direct interference to the functioning Council by the govt. said All Tribal Chief Forum (ATCF), Advisor, Somi Keishing on Wednesday.

Speaking to the reporter at Tagkhul Avenue, the ATFC advisor observed that the state govt. clearly indicates to observe 200 point rooster which is in the reservation policy of Govt. employee. Govt. should have to understand that the councils are not a part of govt. department nor semi govt. where appointment and service rule of the council should not be as per govt. policy.

The council can form separate recruitment rule of their owned or can adopt rule and regulation of the govt. by a decision of a council meeting, even all the six council can have separate rule in such recruitment.
The principle and spirit of the autonomous is violated and it is also very strange that the govt. directed the chief engineer to submit the proceeding of the DPC to govt. for approve and no approval will be made without govt. approval clearly shows that the govt. has regarded the councils as a department under one head office who have no power of their own stated Somi Keishing who is also an retired bureaucrat.
Even having a chairman in each council the recruitment of nearly 900 on contract basis is made in such a way that tribal will get only 288 out of the 898 post vacant, out of 125 post allotted to Chandel only 40 will be for tribal, 165 post in Churachandpur district but only 53 allotted to tribal, 176 for Sadar Hills only 56 for tribal, 137 post at Senapati but only 44 for tribal, 138 for Ukhrul and 44 for tribal and out of 159 post in Tamenglong only 51 post will be of tribal.

The rest 439 will be occupied by general, 114 by OBC (Meitei), 36 by OBC (Meitei Pangal) and 21 by SC added Keishing.

The figure clearly indicates that the opening of ADC is extended to accommodated non tribal chalk figure but for the up-liftment of the tribal people as intended by the Indian constitution.

The ATFC advisor further stated that in this way the govt. is imposing the Manipur MGEL condition to the autonomous body where the council is not a govt. department enjoying govt. pension benefit.

So at the earliest the Governor who is the guardian of the tribal should take necessary action and should give direction to the Govt. of Manipur as the tribal people of Manipur has no confidence over the affairs of Tribal said Somi Keishing.
