Amusement Park plot used to lure investors fraudulently sold

IMPHAL, November 8:  Scamsters operating a fraudulent company “Global Wing Index” had duped more than 23,000 investors of the State back in 2010. The main culprits in the promise of developing an amusement park at Achanbigei in Imphal East district had collected nearly Rs 60 crores from investors and later absconded.

The only headway made by police regarding the case was the arrest of criminal mastermind, Ningombam Raju. He was arrested by Delhi police special cell in December 2012 from his hiding place near the UP-Delhi border.

The modus operandi of Raju including other individuals heading the scam was to lure investors with the promise of giving out monthly payments, 25% of the total investment would be returned for 10 consecutive months to the investor. The collective funds would be used to develop an amusement park at Achanbigei, which falls under Heingang constituency. The scamsters also were also brazen enough to buy land totaling 6 acres at Achanbigei and later invited MLAs and top police officers to lay the foundation stone back in 2010.

After the pyramid scheme collapsed by January 2011,and following the pressure mounted by investors, the power of attorney of the land was given by N Raju to one Ningombam Santosh in December 2011. Further, the ownership was changed jointly to one Rk Sashikanta, s/o late Akasana of Sagolband Tera Yenkhom Leirak  and Oinam Saratchandra alias Mangilal , s/o late Mani of Moirang Hanuba Leirak on 27 March, 2012.

Following investigation by police in the scam and the contentious land, K Meghachandra Singh, SDPO of Yairipok under Criminal Miscellaneous case number 341 of 2012 applied to the Chief Judicial Magistrate of Thoubal with reference to FIR number 394 (11)2012 TBL-PS under section 406/409/420/511/120-B of the Indian Penal Code to attach the said plot.

According to the case finding of the SDPO, and the extract copy of the order passed by the CJM ,on 28 November, 2012 the said Global Wing Index company was launched by some individuals inclusive of Ningombam Raju of Kwakeithel Moirangpurel, Khaidem Krishnakumar and Khaidem Bhoghendro of Uripok Khaidem Leikai, Oinam Sharatchandra alias Mangilal of Sagolband Moirang Hanuba Leirak, Hijam Surjit of Tera Yenkhom Leirak, L Olen of Laipham Khunou, Th Bishorjit of Laifam Khunou and their associates. In some months, the company had collected about 60 crores from more than 23,000 investors across the state.

The CJM in the order mentioned that the filed FIR was satisfactory and the property (Achanbigei land) was purchased by the office bearers of the company directly or indirectly by collecting fraudulent money after cheating many investors.

It was ordered that the land covered by (1) C S Dag nuber 1051/1967; Patta number 1166/2185 of Imphal East;Sub-div, Porompat; Tahsil Heingang, village number 4 Achanbigei and Patta number 1122/2184 of the same as attached under section 105 C(1) of the Criminal Procedure Court. The SDPO was also ordered to take necessary steps available for tracing and identifying such property and other persons, documents, assets, book of accounts in banks etc. concerned with Global Wing Index for further confirmation.

In a telephonic conversation with IFP, the SDPO today stated that the case is still under investigation and the Achanbigei land is just the tip of the iceberg. However, the custody of the land is up to the judiciary and settlement office to decide, he said.

Meanwhile , the owner of the land has been changed on 24 September, 2013 and is currently registered under the name of RK Bimolini Devi of Khurai Chingangbam Leikai and Thongam Phunindro Singh of Checkon Porompat Road. The Patta has been certified as a true copy by the Heingang SDC on 31October, 2013. It may be mentioned that the sale of the land is not possible without the Court releasing the attachment .

Concerned investors have complained that the land which was involved in a fraud case involving crores has been sold off to a private party by conniving with certain concerned officers of various departments. Many investors who had been swindled had unified for justice under an association (Committee on Protection of Investors Right). They had an agreement with Ningombam Raju that the land of the amusement park will be sold and some amount will be returned to them. Hence, the power of attorney was tendered to RK Sashikanta and Oinam Sharatchandra alias Mangilal. Mangilal was said to be the president of the investors’ committee. The estimated worth of the Achanbigei land measuring 6.305 acres is said to be Rs 3 crores as per the present valuation.
