ILP System from 19 Nov
IMPHAL, November 10: ‘We are not driving away any non-locals, we want them to stay safe and secure with due verification in-order to prevent from unwanted incident happening in the state”, this was said in a press conference by a spokesperson of Joint committee on ILP system today in press conference that was held at the FRIENDS office, Keisampat.
Speaking to the newsperson, the spokesperson of the joint-committee on ILP System, have said that they would take action to intervene the intrusion of non-local if the state govt. failed to enacted positively before 18, Nov. He further stated, “Since the govt. have chosen to remain mute over the demand for quite a long time indicating total apathy, the joint committee has reaffirmed its stance to declare forced introduction of ILP system from November 19 in the state”.
The committee further maintained that they would start issuing and distributing ILP forms, at a charge of Rs.40 per forms, from Nov, 19 if both the state and Central Governments turn down its demand for introduction of the system from November 18.
The committee further warn all non-local that all the migrants who have been residing here in Manipur after 1947 will be made mandatory to buy the forms and submit them to the JC-ILPS with proper domiciles and police verifications.
The committee further added that the tourists and other visitors including businessperson coming to the state would be allowed to halt 20-30 days under the permit system and for other non-locals who are staying in the state along with their families and doing business will be given permit for six months to one year only.
Sportspersons, students and those individuals coming in the state in connection with cultural activities, and servicemen will not be covered by the permit system, JCILPS said.
For now, the joint committee has also set up four sub-committees to help make full implementation of ILP system. There will be a five-member publicity sub-committee, a seven-member mobilization sub-committee, a five-member finance sub-committee and another six-member form distribution and submission sub-committee, JCILPS further announced.
Five check posts will also be opened to identify non-locals, one each in Jiribam in Imphal East, Mao in Senapati district, Churachandpur district, Moreh in Chandel district and Imphal Airport, as a part of the introducing the ILP system, it said.
The joint committee also said it would start widespread mobilization campaign from tomorrow. Further added that n 25, Nov New a sit-in protest would be staged at Jantra Mantra, New Delhi with student groups of Manipur.
