Another storm brewing up in Sadar Hills ADC


IMPHAL, July 14(IFP): Fresh dissent has erupted in the administration of the Sadar Hills Autonomous District Council, Kangpokpi.

Four members have withdrawn their support from the present chairman, Haokholal Hangshing and raised a no confidence motion to the Manipur Pradesh Congress Committee today.

A press meet was held near the ADC office at Kangpokpi in this regard.

The press team met the defected ADC members namely Paojalet Touthang,S Khupsong Koireng,Bhumi Prasad and SK Vaiphei.

According to their collective opinion, chairman Hangshing was supported by 15 ADC members and won a no confidence motion against SH Seipu on May 30 last.

Even after an elapse of one and a half month, the chairman has not expanded his cabinet and a vice chairman has not been deputed yet, the rules of the ADC has not been implemented according to the rules.It was mentioned that the district council administration has remained defunct for nearly 4/5 months and the chairman is not attending his office at Kangpokpi but rather functioning from his residence at New Checkon. Such irresponsibility causes great inconvenience to the needy hill people in addressing their issues.

“ We feel that the administration is a one man show and lost trust in Hangshing, we need an able leader for the proper functioning of the Kangpokpi ADC and hence we withdrew our support”, member SK Vaiphei said.

Lunthang Haokip, vice president of Sadar Hills District Congress Committee their side has 14 members at present and another three are about to join them.

“Out of 26 total members, we now have the majority at 14, a no confidence motion will be submitted to the MPCC and to the additional deputy commissioner of Kangpokpi today”, he said.

He further stated that Hangshing with the aid of his security escort had taken seven ADC members to his camp earlier and followingly the last chairman was ousted.

He also alleged that Hangshing favors his loyalist among the congress councilors in allocating welfare schemes. Unequal numbers of housing schemes were allotted to the members and recently he had deducted 10 GCI sheets for his own use which was meant for public distribution.

A meeting of the ADC members held at Kangpokpi with Lunthang Haokip in the chair and Bonthaolung Panmei as the recording secretary resolve that the members in totality opposed the functioning system of governance in Sadar Hills by Haokholal Hangshing since his inception as chairman. It was resolved in the meeting to remove the chairman. It was also resolved that Hangshing should resign from the post as the majority of the members have no more confidence on his leadership.

The meeting was attended by SH Seipu,Lunthang Haokip, Lamkholen Kipgen,Kaikhosei Lhouvum, Haokholen Guite,Thangjamang Kipgen,Paominlen Kipgen,Thanggoulun Kipgen,Bonthaolung Panmei,Roingam Thangga,Paojalet Touthang,SK Koireng,Bhumi Prasad and SK Vaiphei.

On question of who will be projected from amongst the 14 as chairman, Lunthang said that the decision has not been made yet.
