Three day Bharat Nirman campaign begins at Thoubal
Thoubal, January 29, 2013:Three day Bharat Nirman campaign began today at the Mini Secretariat hall of Thoubal DC complex. The inaugural function was graced by E. Manglemjao Up-Adhakshya as chief guest, Kh. Amuba Singh as guest of honour and Deputy Commissioner of Thoubal District T. Ranjit Singh IAS as functional president. S. Budhi Langathel Zilla Parishad member also attended the function as guest of honour.
Inaugurating the function E. Manglemjao observed that Bharat Nirman campaign launched in the district will make large number of people in the district aware of the various schemes and programmes of the Government of India. The campaign will help in nurturing the relation between the Government departments and the common masses.
Kh. Amuba ZEO Thoubal spoke about SSA and said this is an important flagship programme. He said proper coordination, cooperation and sincerity on the part of implementing agencies will make Government programmes a success.
In his presidential speech T. Ranjit Singh IAS said various schemes and programmes have been framed and extended in Thoubal district. Government programmes are taken up in a phased manner. He said the campaign will play a big role in making common masses aware of the benefits extended by the Government of India to the people of Manipur. He narrated how Mahatama Gandhi National Rural Guarantee scheme became an act and added that the act has empowered the beneficiaries to get the benefits under the act. He said MGNREGA funds are not released at one go. But subsequent funds will not be released if there is any complaint from the beneficiaries. The subsequent funds will be released only when the complaints are disposed off. He appealed to the elected representatives of the local bodies to read the provisions contained in the various schemes of the scheme so that they will be able to help the common masses in getting benefits from the Government.
He also said the district authority has also been doing a lot of work to make the common masses aware of the benefits they can under the various schemes of the Government of India. He expressed the hope that the campaign will achieve the target of reaching out to the masses. He appealed to all those present at the inaugural function to remain alert and put queries to the expert speakers who will be speaking on different topics to extract information as to how they can get benefits from the government.
He said RTI implemented by the Government of India has cautioned Government officials to carry out their duties honestly and sincerely. He appealed to all to use RTI judiciously for the betterment of the society.
Earlier, welcoming the gathering Premlata Loitam MCO, PIB Imphal said Bharat Nirman campaign had been held in different parts of the country covering the entire stretch of the state and the one being organized at Thoubal today is the thirteenth of such programmes. She spoke at length about the various schemes implemented by the Government of India to extend benefits to the common masses. The campaign is launched to make common masses aware of the various schemes that include mid day meal, ICDS, MGNREGA, RTI, IAY, PMGSY rural telephony etc. She appealed to all to make themselves aware by listening to the speeches made by expert speakers at the three day campaign.
Anthony proposed the vote of thanks. Cultural programmes highlighted the inaugural function. Artistes of the Song and Drama Division presented the opening and closing songs.
Earlier the chief guest opened photo exhibition stall organized at the hall of the mini secretariat. Around 20 Stalls including various central and state departments were displaying their activities as a part of the campaign. A rally of school students held as a part of the campaign.
The three day campaign is organized by PIB Imphal in collaboration with DAVP, DFP, Song and Drama Division, Prashar Bharati, District Administration Thoubal, Departments of central and state Governments, Z.P , G.P. NGOs clubs etc, in Thoubal district.
