New Delhi, May 31: The Secretary, Ministry of Development of North Eastern Region (DoNER) U.K. Sangma said that the Government will provide all possible support for infrastructure development for mountaineering in North Eastern Region. He said this while interacting with media and the mountaineers of the 1st North East India on top of the World (Mt. Everest) Expedition 2013 here today. Shri Sangma said that his Ministry has already sanctioned Three Crore Rupees for the expedition team.
The 1st North East India top of World Mt. Everest Expedition was funded by Government of India and Government of Manipur and implemented by Manipur Mountaineering and Trekking Association, Manipur.
The expedition was flagged off by the President of India, Pranab Mukherjee on 20th March 2013 from Rashtrapati Bhawan, New Delhi. The Expedition is first of its kind wherein the climbers are exclusively from the North Eastern States of Manipur. Eleven enthusiast mountaineers from the team successfully summitted the Mt. Everest in between 17th to 24th May 2013. The Expedition was successful in setting up many records for the country. The records include the First mother of two who scaled the Mt. Everest for the third time, the youngest Indian Mountaineers to scale Mt. Everest.

New Delhi, May 31: The President of India, Pranab Mukherjee attended the Seventh Convocation of the Defence Institute of Advanced Technology (DIAT) today (May 31, 2013) at Pune.
Speaking on the occasion, the President said that the contribution of our armed forces in strengthening India’s democratic polity and pluralistic society is unique. He stated that India desires a stable and rule-based international system.
He said that it is imperative for any modern armed force to be a knowledge-based entity. An increased use of science and technology in defence preparedness is a necessity today. There is need for domain knowledge, and to develop capabilities and strengthen systems through innovation.
He said that policy making should be proactive to identify problems, highlight trends, develop scenarios, and recommend policy options, so as to avert any crisis.
He stated that we must, therefore, have a pool of institutions in our country dedicated to raising the technological capabilities of our defence systems and expanding the knowledge frontier on issues of defence and security.
He said that DIAT, as a specialized defence research and technology university, has a crucial role to generate state-of-art knowledge to fulfill the needs of our defence establishment.

In his welcome address, U Htun Shwe @ Sunder Sharma on behalf of the Manipu ri Community of Mandalay said , " In my life time in 75 years, it was the first visit of a manipur leader in Myanmar after 1938 that a Manipur leader Hijam Irabot of Nikhil Maniipuri Mahasabha under the patronage of Manipur King Churachand.
He reported that There were about 20,000 Manipur Meitieis in Mandalay and its nearby. They organised all Manipuri festivals like, Cheiraoba, Kang, Jhulon, Krishnajanma, Radhastami, Deepavali, Maharas. Goverdhon Puja, Basanta Panchami, Durga Puja, Shiva Ratri and Holi along with Yaosang. Traditional and ritual ceremonies like Swasti Puja, Yum Shengba, Luhongba, Poiloiba, Phiroi, etc were observed by Manipuri Communities in Myanmar.
He reported , "All the children go to school and they got at least Bachelor Degree and leanrned up to Ph. D. degree.
In regards to occupation, he said, "Manipuris occupied from lower clerk level to DIrector level. Some are Doctors, Engineers, Army Captains and Majors. Some are employed in foreign countries like Singapore, Malaysia, England and USA.
He stated, "Although our community people are little prosperous, we are lacking in cultural activities like our language and literature. Most of the younger gerneration cannot read , write and speak Meitei language. Our identity is absorbed in other Communities due to the policy of our country."
He further said, "We are happy that a new change has happened in Myanmar and it is our faith that there will be more avenues for developing business and othet interest in the new set up. It is heartening to note that the profile of the Consulate has changed in the last two years. With active support of the Mission, the Consulate has been able to do a lot of activities relating to education, health, commerce, social welfare and other sectors. We are also committed to help the Indian people to do their business in Myanmar".
He expressed his happiness to meet the Manipur Chief Minister Okram Ibobi Singh and his delegation.
Manipur Chief Minister Okram Ibobi Singh stated that he was very happy to meet Manipuri Communities settled i n Myanmar He appealed them to preserve Manipuri culture, courage and rights so that could live as Manipuri.
He said that Manipur Goverment with the approval from the Indian Government will send a Manipuri cultural troupe in Mandalay to promote Manipuri cullture. He said that Manipur University was a Central University. It had a department called the Centre of Myanmar Studies, which would be tjhe only centre in Indian Universities. He invited the Manipuris in Myanmar to study in Manipur University.
He made the speculation that the Mandalay- Imphal Bus service would be materialised in the year 2016 and Visa on arrival facilility at Moreh would be in operation in near future. In due course, there would be a close tie between Manipuris in Manipur and Manipuris in Myanmar.

Chandel, May 31: Unhappy over the Sugnu SDPO’s hasty and suspicious summon to villagers for appearing before him along with village documents, Western Chandel Joint Action Committee (WCJAC), a newly formed organization has come out against the SDPO and demanded clarification against his actions.
Informing this to the media here in Chandel today, General Secretary of the Committee, BD James and its Chairman KL Kanthu stated that WCJAC was formed following an emergency meeting held on May 29 at Tokpaching village which was attended by Chiefs, students’ leaders, social workers and intellectuals from Western valley area, Gunpi area and western Lamkang area. It is stated that the emergency meeting was held in the backdrop of SDPO’s hasty summon to all village Chiefs of this area without prior information or notice to the said areas mentioned above.
The committee stated that the suspicious action of the Sugnu SDPO has irked the newly constituted committee to demand clarification from the Police officer in person or through print media substantiating his deeds.
At the same time the committee has strongly denounce the merciless and discriminate action against tribal residence ruining down of three churches during the eviction of a Naga River/Kabo Leikai on May 20 last.

IMPHAL, May 31: With the term of the current parliament of India having less than one year to go, a joint meeting to be attended by representatives of all political parties will be held to discuss on how to defeat MP candidates of ruling Congress in the parliamentary election in Manipur on Friday.
According to a source, Tombi Singh, President of Janata Dal (United) will conven the meeting which will be held at Imphal Hotel on Friday evening and two prominent representatives of non-congress National and state political parties each will attend it.
The All Political Party sans Ruling congress in the state is formed by 11 political parties joining hands together but Bharatiya Janata Party (BJP) quit the body and remained separate since some time back.
However, two representatives of BJP and NPF each will attend the meeting to be held tomorrow.
The Convenor of the all political party (opposition) is Dr. M. Nara Singh, Secretary, Communist Party of India/ Manipur State Council CPI/MSC even as tomorrow’s meeting is being convened with the President, JD (U) as convenor. IMPHAL, May 31: The JAC initiated against the eviction of Naga River Lane or Kabo Leikai has in a release said that not even a single tribal victim has received/accepted any compensation allegedly offered by the State Government till date and will not do so.
“The State Government should genuinely consider our demand instead of miss-feeding some quarters that some victims have accepted the compensation. The Government might use various propaganda, but our standpoint is clear and there is no point of turning back under any circumstances,” the release said.
“We demand the re-construction of all the houses uprooted forcefully, we will never give-up our fight against the action of the State Government in driving out tribals from the valley even at the cost of our life. The JAC has started mobilization for a state wide protest and if any communal misunderstanding arise the present anti-poor State Government should be held responsible,” it said.
“The Naga River Colony Village populated by different religion, caste and creed since time immoral and who had also obtained necessary pattas had been uprooted within a blink of an eye by this present Govt. of Manipur on the fateful day of 20th May, 2013, after cancelling their genuine patta,” it said.
The District Magistrate, Imphal passed back dated order 9th May, 2013, and served the same to the villagers on the morning of 18th may, 2013 to vacate the land within May 19 but all surprise some villagers were forcedly evicted without even serving the back dated order May 9 the JAC alleged.
IMPHAL, May 31: The Human Rights Law Network (Manipur) has in a release said that the High Court of Manipur has, in response to a Public Interest Litigation filed by the newly formed High Court of Manipur Bar Association through its president Rarry Mangsatabam passed an order directing the State Respondents to fill up the vacant posts of the State Chief Information Commissioner and State Information Commissioners of the Manipur Information Commission within a period of six months in accordance with the provisions of the Right to Information Act, 2005. According to the release, the said order was passed on May 29 by a division bench of the High Court of Manipur comprising of Chief Justice Abhay Manohar Sapre and Justice N Kotiswar Singh. The said Act mandates that by virtue of Sub Section (1) of Section 15 of the RTI Act, the State Government shall by notification in the official Gazette constitute a body to be known as Information commission to exercise the powers conferred on and to perform the functions assigned to it under this Act, it said.
Consequently, on 12th September 2006, the Government of Manipur had issued a notification in the name of the Governor of Manipur for the constitution of Manipur Information Commission under the relevant provision of the Right to Information Act, 2005 wherein RK Agousana Singh, IAS (retired) was being appointed as the Chief Information Commissioner under the above noted notification, it said.
Thereafter, the Manipur Information Commission started its functioning by its lone Chief Information Commissioner until the appointment of Birendra Singh, IAS (Retired) as Information Commissioner of the Manipur Information Commission. Consequently, the Chief Information Commissioner and the State Information Commissioner started functioning by holding their separate benches for sometime till the retirement of the Chief Information Commissioner on 12th September 2011, it said.
Thereafter, the remaining State Information Commissioner continued its functioning till the passing of the judgment and order dated 13th September 2012 passed in "Namit Sharma -Versus- Union of India" by the Supreme Court of India whereby the said judgment mandates for functioning of the Information Commission in the benches of two in which one of them should be a judicial officer, it said.
However, the operation of the above mentioned directions of the Supreme Court of India was stayed on 16th April 2013 during the pendency of a review petition filed the Union of India. In regard to its operation of the said judgment, the Supreme Court of India has further clarified that subject to orders that may be finally passed after hearing the Review Petition, the Competent authority will continue to fill up the vacant posts of the Information Commissions in accordance with the Judgment In Namit Sharma -Vs- Union of India except the relevant paragraphs which have been stayed by the Supreme Court of India, it said.

Rakesh, the High Court passed the order directing the State Respondents to appoint the incumbent Chief Information Commissioner and the Information Commissioner within a period of six months, it said.
The Respondents in the PIL are (i) the State of Manipur, (ii) Commissioner/Secretary (DP & AR), Government of Manipur and Secretary (Law & Legislative Affairs), Government of Manipur.
The present PIL has been filed under the active initiative of Human rights Law Network (Manipur).
IMPHAL, May 30: The National Human Rights Commission has issued a notice to the Chief Secretary, Manipur calling for a report on a complaint alleging severe irregularities in the supply of mid-day meal in Government run schools and improper functioning of Integrated Child Development Services (ICDS) Scheme. The Commission's notice came on the heels of a complaint by Wide Angle. This was stated by Montu Ahanthem, Secretary of Wide Angle during a press meet at the Manipur press club today.
He further said that the Chief Secretary has been given four weeks time to respond and National Human Rights Commission has asked for a high level inquiry in this matter.
He continued that the complaint has been made by the organization after a study was conducted with the support of European Union in which it was found that there were lots of reports from various circles that the quantity of rice allocated for the children under the Mid Day Meal scheme is never at par with the actual allocation for every government school i.e. 50 kg with ground allocation being found only to be about 30 kg to 40 kg.
He further said that in the follow up survey conducted on May 24- 26, 2013, it came to light that the ICDS was not functioning properly.
He appeals to the concerned authorities to disclose the reason for not releasing the salary for 14 months of the anganwadi helpers and supervisors.

KANGPOKPI, May 30: Following a case of death due to dog bite at Motbung village, the office of the Deputy Director, Vety. Sub-Divisional, Kangpokpi is now steps to avert such cases by starting anti rabbies vaccination programs at different places within Sadar Hills .
A mass free anti rabies vaccination program was conducted at Bazar Board, Kanglatongbi on May 28 by Deputy Director, Vety. Sub-Divisional Kangpokpi under the guidance of Director, Vety. & Animal Husbandry Service, Govt. of Manipur in collaboration with the Gram Panchayat Kanglatongbi, Bazar Board Committee Kanglatongbi and United Youth Club Kanglatongbi respectively.
Over 250 dogs were vaccinated during the vaccination program conducted at Kanglatongbi areas, reported the Vety. Sub-Divisional Dept.
Subsequently, the same vaccination program has been conducted today at Kangpokpi and Daili village by the Dy. Director, Vety. Sub-Divisional, Kangpokpi in collaboration with the Town Committee and Village authority respectively where the number of people coming with their canine pet for the vaccination has turn up significantly high.

LAMKA, May 30: According to a highly reliable source, a core central team will visit the Tipaimukh dam site at the Manipur-Mizoram border to assess the situation in detail and analyze the soil, rock etc on June 3 and 4. They will come to Parbung helipad in a helicopter and from there proceed to the project site by road via Sepuiroown.
An advanced party of the state officials numbering 15 members from the department of Forest, Agriculture and Power will also go to the project site via CC Pur . A team of the district administration of CC Pur will also accompany the team from Imphal on June 1.The Tipaimuk dam has been proposed on the river Barak in the state of Manipur commission in1984. The construction was opposed by the locals who are mostly Hmar Tribes of the area who claimed that the Government of India is violating their rights and on the grounds that it will damage the ecosystem of the region. The UN Committee on Elimination of Racial Discrimination had urged the GOI to stop the construction.
The dam will be 163 m high with a capacity of 1500 MW after completion which will be the second biggest dam in terms of power production in India, next only to Lower Subansiri dam in AP and will submerge 286 sq km of prime farmland while 40 million Baladesh will also be affected.

IMPHAL, May 30: Sapamcha Jadumani, convenor of the JAC on inner line permit system in the course of a press conference at Kanglei Ima Lup (KIL) office today said that all JAC members are set to go ahaed with their planned actions of not allowing any non locals to the state starting from June 1 and barring non locals from entering neighbourhoods from June 6.
He further said that on May 20, 2013 the JAC on ILP had submitted an ultimatum to Home Minister and CM of the state, but till now no response receive from the Government.
It may be mentioned that the state Chief Minister, Cabinet Minister and Chief Secretary along with the members of JAC held a meeting at Chief Minister Conference hall at 4 pm on May 20 and discussed on the issue of implementing ILP in the state.
On the issue of implementing ILP in the state the Chief Minister gave a negative response to withdraw the agitation and said that the movement is anti national. Answering the charge, Sapam cha Jadumani said that the Chief Minister of the state is anti to the people of the state.
He further said the statement of Chief Minister had pointed out that if the ILP is implemented in the state then the people of the state who are residing outside the state will not be safe. In answer, Jadumani said that Nagaland, Meghalaya, Mizoram have already implemented ILP but their people are not harmed by the people of any of the other states.
The Central Board of Secondary Education on Thursday declared the Class X results which recorded a pass percentage of 98.76, a marginal increase over last year.
Girls once again outshone boys in the results. The pass percentage of girls stood at 98.94% as compared to 98.64% of boys.
According to a CBSE statement, the pass percentage in Chennai region at 99.80 was the highest in the country.
The results in that region were declared on 26th May. In total, 1,25,7893 candidates were registered for Class X examination this year, an increase of about 6.67% over last year.
CBSE Class X results are reflected in grades.

New Delhi, May 30: The teams of 1st North East India top of World Mt. Everest Expedition have started arriving in New Delhi after reaching the summit of world's highest peak the Mt. Everest by 11 intrepid mountaineers of North East India. The team members were accorded a warm welcome by Shri Paban Singh Ghatowar, Hon’ble Minister of DoNER, Govt. of India at Committee Room, Vigyan Bhavan, New Delhi in the presence of Shri UK Sangma, Secretary, DoNER, Shri Ameising Luikham, Secretary, NEC and Shri DS Poonia, Chief Secretary, Govt. of Manipur apart from all the high ranking officials of Ministry of DoNER and NEC, Shillong.

Welcoming the successful expedition team, Paban Singh Ghatowar appreciated the role taken up by the Government of Manipur and Manipur Mountaineering and Trekking Association in initiating such a remarkable venture. He said this is for the first time that Ministry of DoNER has funded such a project and he is delighted that it has succeeded with remarkable feat thereby leaving a legacy to look upon. Surjit, Leader of the Expedition and President of MMTA submitted a Memorandum to the Minister, DoNER, Govt. of India requesting for incentives and award to the team, a recurring Grant in Aid to MMTA to continue working towards enhancing the adventure sports and adoption of MMTA’s Manipur Mountaineering Institute as a regional centre for mountaineering and Adventure Sports so as to enable them to impart courses to the populace of the region. On the memorandum, the minister has assured to look into the matter.

Imphal, May 30: Prof S. Sekharjit, Director, RIMS, today opened the 3-day training course on emergency care for the sick and trauma patients in the Lecture hall of College of Nursing. This is the follow-up measure of the commissioning of two ultra-modern ambulances recently.
Paramedics pick up patients from different places for Operations, emergency treatment and admitting in the intensive care unit. The hospital staff handling the sick and injured persons must have working knowledge of the human body to ensure that their conditions donot get worsened while being rushed to the hospital. The Director said that this is first of series of trainings and many more trainings will follow for the benefit of the people.
Other resource persons spoke on different aspects of emergency care with visual presentations and these lectures were of great benefits to the participants and invitees. One important lecture was on the vital organs of human body which are usually damaged or affected when a person falls sick or injured in an accident. Prof N. Damayanti, head of department, Anatomy, presented the graphic lecutre.
These vital organs usually get damaged and affected in such accidents and ailments. If the paramedics including the ambulance drivers have an intimate knowledge of the functionings of these vital organs they could easily assess the severity of the trauma of the persons. This will go a long way in saving the lives of the patients.
In the coming days resource persons will speak on various aspects of the emergency care. With this first kind of training the skill of the paramedics and others will be honed and this will be to the benefit of the people as a whole.
IMPHAL, May 30: A press release from The Council of Tribal Languages and Literature Societies, Manipur (CTLLSM) said that CTLLSM expressed happiness that the Government of Manipur granted the status of Major Tribal Dialect of Manipur to the languages of Gangte, Liangmai and Paumai and approved them for introduction in the schools, adding that this has enabled the said language groups to promote their languages in the time to come through mother tongue education in the State.
It went on to say that it is truly a historic decision taken by the UPF Government (of Manipur) under the able leadership of the Hon'ble Chief Minister Shri O.lbobi Singh.

IMPHAL, May 30: Human Rights Initiative for indigenous advancement and conflict resolution has said in an official statement that a team of Manipur Pollution Control Board (MPCB), Lamphelpat, along with a team of Human Rights Initiative went to Kwatha on 2th May 2013.
It continued that the team tested the water of Kwatha on the spot and thereafter collected some samples being used by villagers for further laboratory test. In this regard the Member
Secretary, MPCB and their staff are being appreciated for their cooperation and understanding in the public interest, the release said. It further said that the overall health condition of the inhabitants of Kwatha is not sound and the health issues could be related with the water being used.
It also appealed to the government of Manipur to take up other required developmental program at Kwatha.

Street play HIV AIDS awareness
KANGPOKPI, May 29: An HIV/AIDS Awareness Street Play program was held at Kangpokpi bazar on Wednesday evening.
The street play awareness program on HIV/AIDS was jointly organized by MLSS, LWS, MACS and NACO to spread awareness about the diseases and to show the responsibilities of the society living together with HIV/AIDS patient.
S Loken, member of the LWS told this correspondent that, to promote awareness of HIV/AIDS and also to show the responsibilities of every individual living together with HIV/AIDS patient.
“We are touring and have organized street plays today at Senapati and Kangpokpi”, he said.
He further said that, the tour program will continue tomorrow at Thonglang Atongba and Thonglang Akutpa along Imphal Tamenglong Road, commonly known as IT Road and proceed toward Mao Gate and Paomata on the next day.
The Street play was followed by a quiz for crowd on topics related to HIV/AIDS.
The first question of the organizers was the name of the vaccine that can help a new born baby whose mother is a HIV/AIDS patient completely free.
Unfortunately, no one was able to provide the correct answer to the questions. Therefore it can be assume that HIV/AIDS awareness is still very low in and around Kangpokpi.
The organizers then, put another question whether HIV/AIDS can be transmitted through shaking hand, dining together, hugging etc.
Interestingly, one youth step forward to answer the question and flatly denied transmission of HIV/AIDS through shaking hand or dining together. The organizers handed over a cash award before the other witnesses and claimed that their tour program will surely bear its fruits.
IMPHAL, May 30: The All Manipur Fertilizer Dealers Welfare Association today called a press conference announcing that the even though the Agriculture Director has announced that a bag of Urea will be made available at the rate of Rs 278.80, the authorized dealers are unable to do so because the dealers transport their fertilizers from Namarup, Assam while the Directorate transport its fertilizer from Silchar.
Speaking at the press conference, president Y Iboyaima said, the dealers cannot subsidize their rate to the one announced by the Director.
He continued that even though the Director has made the announcement to provide the fertilizer at subsidized rate, it is still not made available in the market.
He continued that the authorities have failed to acknowledge the dealers' appeal to use their fertilizers as buffer stock.
Appeals of the dealers to load fertilizers from Silchar have also been turned down by the authorities, he said.
While, Namarup is 540 kms far from Imphal, Silchar is only 260 km far, he said.
He further alleged that even after the Director had announced the subsidized rates of Rs 278.80 per bag, farmers are getting a bag of fertilizer at the rate of Rs 350 to 400.
He further expressed that there are certain individuals who bring in fertilizers from outside the state in an illegal manner.
He continued that the association will take action against anyone found selling fertilizer at more than the announced price of Rs 278.80, he said.
IMPHAL, May 30: “A two day annual convention of the European Manipuri Association (EMA), Annual Social Gathering and General Body Meeting concluded on 27th May 2013”, said a press statement of the association. It said the convention began from the evening of the 25th at the Highball Country Centre at Worcester, near Birmingham.
“Like every year, members and friends of European Manipuri Association from different countries of Europe attended this year’s two days gathering, making it another great congregation of Manipuri Diasporas in Europe”, the statement said.
Continuing EMA’s effort to bring a sense of togetherness and pride of being Manipuri origin a patriotic Manipuri Song “ Ho Ima Poknafam Ima Nang-gumbi Leiroi Ima” sung by EMA members opened the formal morning session of May 26, it said.
Tens and hundreds of messages were also received wishing good luck for the event from members and non members alike.
The Chief Minister of Manipur, Okram Ibobi Singh also sent a goodwill message for the event and for the Manipuri Diasporas in Europe, it said.

As the year falls for election, EMA members unanimously requested the present committee to continue their good work for another 2 more years however, owing to personal circumstances, Finance and Information secretary had to resign and the two were replaced by two new elected members, the statement said.

IMPHAL, May 30: The state police have arrested an accused in the May 9 case of kidnapping and murder of a Tata truck driver coming from Dimapur towards Imphal, informed a source.
It is also learnt that the identities of three other accused have been established and the missing tanker recovered.
According to a police source, the accused who was arrested today has been identified as Md Amir Khan (22), son of Md Yakub Ali of Litanpokpi.
A special team of Sekmai Police that conducted a search operation with regard to the incident arrested the accused, the source said. Following his statement before the police, the three other accused have also been identified.
The three are Md Rajak Ali (20), son of Md Muzarfar Ali of Keibung Mayai Leikai, Md Sanayai (45), and Md Sana alias Rehemal Ali (32), son of Md Suleman Ali of Kwakta ward No 3 under Moirang police station.
Police efforts are underway to arrest the three.
The accused kidnapped the truck driver Md. Kumud Ali(22) son of Md. Mojid Ali of Dikhujali village, Assam from the Sekmai bazaar along with his truck and hijacked the truck after the driver was slashed to death.
IMPHAL, May 29: Lamsang Block Congress Committee organized a one day block level political workers’ conference at Lamdeng Awang Leikai Community Hall on Wednesday. IMPHAL, May 30: Street vendors of Khwairamband Keithel formed a new body “The Khwairamband Keithel Lambi-Mataida Potphham Phambi Lup” today in order to strengthen its movement demanding for proper vending space inside the Khwairamband keithel.
Announcing the formation of the new body during a press conference here on Wendnesday, the president of the newly formed body Potshangbam Shyamasakhi said, the National Policy on Urban Street Vendors, 2009 should be implemented in the state at the earliest.
She also reiterated the long standing demand of the street vendors that the government should provide the first floors of three Ima keithels for the members of the body.
She continued that the authorities should also allow them to sell their wares for atleast five –six hours at their present road side vending spaces until a proper vending space is allotted to them.
Shyamasakhi further appealed to all concerned to take up the issue of the street vendors during the upcoming monsoon session of the state Legislative Assembly.
Elaborating on the plights of the street vendors, she said the street vendors are poor daily wage earners and they tend to their families from the meager daily earnings. She further appealed to all concerned authorities to look into their demands.
IMPHAL, May 29: A discussion on Armed Forces Special Powers Act as a side event of the 23rd Session of the UN Human Rights Council was held today at the Palais des Nations.
A statement from Babloo Loitongbam of Human Rights Alert has said that the meeting went off very well with participants raising critical questions.
The report of the UN Special Rapporteur on extrajudicial executions is expected to the presented tomorrow as the schedule was being pushed back a bit, it said and added that Neena Ningombam secretary Extrajudicial Execution Victim Families Association, Manipur will also be participating in the general debate and making a presentation in the UN Human Rights Council on behalf of the Asian Legal Resource Centre and the Extrajudicial Execution Victims Association, Manipur.

IMPHAL, May 28: The Manipur Film Development Corporation in association with the Film Forum Manipur and Television & Cine Foundation Manipur organized a felicitation function of Aribam Syam Sharma, Films Division Doordarshan Northeast and the film crew of “Manipuri Pony” and “Leipaklei” on winning awards at the 60th National Film Awards, 2013.
The function was held at the Manipur Film Development Corporation auditorium attended by the Deputy Chief Minister Gaikhangam as the chief guest.
Speaking at the function, the Dy CM lauded Aribam Syam Sharma and the crew members of the two films for their feats.

IMPHAL, May 29: A team of the Narcotic and Affairs of Border arrested three persons along with 25 kilograms of Ephedrine power worth Rs 50 lakhs reportedly in the grey market . The arrested persons along with the seized drug were produced before media persons today at the office of the Narcotic and Affairs of Border.
Police identified the arrested persons as Md Latif Ali (47), son of (L) Md Ahamed of Thoubal Moijing Thongkhong , Md Wahab alias Feroz Khan (32), son of Md Ninaruddin of Moirang Palli in Thoubal district and presently staying at Hatta near Baptist Church and Md Abdul Wakil (28), son of Md Amu of Hatta near Public Hospital.
Speaking to the media persons, Inspector R K Bikramjit, Officer in charge of NAB said that after receiving specific information of illegal drugs being smuggled in between Langol village to Kanchup Road, a team of NAB under the supervision of Issak Shah, Superintendent of Police of NAB and led by the OC himself rushed to Langol Game village Road.
The NAB team stationed in front of the Central Agriculture University gate saw one grey Maruti car bearing registration number WB-02R-1221 moving in a suspicious manner toward the Uripok -Kanchup Road, he further said.
The NAB personnel signaled the speeding car to stop for checking, he said.
On checking the car, one white color plastic fertilizer bag was found in the rear seat of the car which at first looked like manure or salt, he said.
When inquired, the occupants answered that it was manure, the police officer said.
However, as the team suspected it to be otherwise, the bag was tested and found positive results of ephedrine content.
The three persons along with the banned drug were then arrested, he said.
The three arrested persons were trying to smuggle it to Moreh where it would be used for manufacturing “world is yours” (W/Y) tablets and Heroin also known as number 4,” the Inspector said.
A FIR case has been taken up against the three arrested persons. According to the Inspector, the estimated cost of the seized 25 Kg ephedrine is worth 50 lahks in the grey market.
He also appealed the general public to inform the nearest police station or to his office if anyone finds anything suspicious of containing illegal drugs.
IMPHAL, May 29: Though, Thoubal is the second largest district in the state, having ten Assembly Constituencies, there is no Arts and Culture related institution in the district and as such the Manipur government is requested to set up an Arts and Culture college in the district at the earliest.
This was stated by the secretary of Thoubal District Art and Culture Development Association M Brajamani Singh during an interaction with IFP.
He said that adolescents who are the pillars of the society have got addicted to drugs. On the other hand, undesirable incidents including killings continue unabated. So there is a necessity of establishing an institute for Arts and Culture or in Thoubal.
Introduction of the youth to the vast field of arts and culture associated traditions of the region will not only discipline them but help preserve and promote the tradition of the place, he said.
At present, Thoubal District Art and Culture Development Association is recognised by the Sangeet Kala Academy, New Delhi, Manipur State Kala Academy and Art and Culture Department of the Manipur government with over 200 persons from all the constituencies of Thoubal District as members of the association, he claimed.
The association is making efforts to revive and promote Pung Cholom, Thang-Ta, Wari-Lairik, Moibung Khongba, Jagoi-eshei, pena and Khongjom Parva etc, he said.
Twenty five prominent persons from various fields of Arts and Culture in the district are receiving pension under financial assistance of Manipur State Kala Academy, he said.
Arts and Culture Department has also honoured selected persons with Kala Bhusan.
Besides, Seminars, workshops and festivals participated by learned persons in the fields of Art and culture are organised every year. The CM stated that Manipur Commandos recently seized illegal drugs worth about Rs 24 crores which would pass through Indo-Myanmar border. He strongly requested to the Chief Minister of Sagaing to make a strict vigil on illegal drug and arms trafficking. Chief Minister of Sagaing noted the matter and said that trafficking of illegal drugs should be checked properly since it harms human beings.
O. Ibobi also proposed for exchanges between Saigaing Region and Manipur in areas education, culture and sports; and offered education sports facilities to the students of Sagaing Region.
He also urged the Myanmar authorities for import of teak from Sagaing Region to Manipur for industrial purposes. Manipur Government has earmarked 500 acres of land for tImber park. This would enhance the economic condition of the Sangaing Region from iexporting the teak to Manipur: besides providing job opportunities to the people of India, particularly of Manipur.
KANGGUI, May 29: The Kuki National Front, a SoO signatory having tripartite agreement with the govts. has today flatly denied the alleged involvement of the organization at Bongbal Kholen firing on the midnight of 27 May 2013.
The press statement issued in the name of LH.Stephen, Information and Publicity Secretary of the outfit clarified that as per the SoO ground rules, all the cadres and weapons of the outfit has been kept intact at the outfit designated Camp.
LH.Stephen further said that, this accusation is being hurled at us to malign the good name and dignity of the organization while claiming that the Kuki National Front cannot accept the formation of any new underground outfit when the peace and political dialogue is on with the Govt. of India.

Chandel, May, 29: The Chandel Naga People’s Organization (CNPO) and the Naga Chiefs’ Association Chandel (NCAC) strongly opposed implementation of 25% .MGNREGS by the Members of Autonomous District Council.
According to the release issued and signed by General Secretary BD Betha and NCAC President Ws Angthung Anal , the Governor’s order dated 5th November 2012 which states that more than 25% of the NREGA shall be earmarked for proposal and implementation of MGNREGS by the members of Autonomous District Council Members is not acceptable to the organizations in particular and the general public of Chandel in general. Terming the MDC members as ‘null and void’ the two apex body of Chandel the release states that it will not accept or compromise with the MDC members as they are already declared as “null and Void” by the United Naga Council Manipur. The release further states that when the MDC elected members are totally boycotted and are not allowed to come to their respective place or villages, how can the same fake representatives of the peoples implemented the said scheme.

Imphal, May 29: As part of ‘Go Green Drive’ launched by HQ IGAR (South) as an initiative to maintain greenery in the state of Manipur, Headquarters 9 Sector Assam Rifles carried the campaign forward by tree plantation at Keithelmanbi in which a number of fruit and flower bearing tree saplings were planted.

Bangalore, May 29. 2013: The ISRO Navigation Centre (INC), established at Indian Deep Space Network (IDSN) complex at Byalalu, about 40 km from Bangalore, was inaugurated yesterday (May 28, 2013) by Mr. V. Narayanasamy, Minister of State in the Prime Minister’s Office, Ministry of Personnel, Public Grievances and Pensions. INC is an important element of the Indian Regional Navigation Satellite System (IRNSS), an independent navigation satellite system being developed by India.
Speaking on the occasion, Mr Narayanasamy appreciated the commitment and dedication of Indian space scientists in realising the objectives of the country’s space programme. The Minister also gave away various awards instituted by Astronautical Society of India (ASI) and ISRO.
IRNSS will have a constellation of seven satellites and enables its users to determine their location and time accurately. These satellites will positioned in geostationary and inclined geosynchronous orbits 36,000 km above the earth’s surface. IRNSS coverage will extend over India and its neighborhood and the satellites are equipped with high precision atomic clocks and continuously transmit navigation signals to users.
As the focal point of many critical operations of IRNSS, ISRO Navigation Centre is responsible for providing the time reference, generation of navigation messages and monitoring and control of ground facilities including ranging stations of IRNSS. It hosts several key technical facilities for supporting various navigation functions.
Key to the navigation support is the time reference to which all ground systems and the satellite clocks are synchronised. This time reference is generated by the high precision timing facility located at INC. This timing facility is equipped with high stability, high precision atomic clocks to provide stable and continuous time reference to the navigation system.
IRNSS will have a network of twenty one ranging stations geographically distributed primarily across India. They provide data for the orbit determination of IRNSS satellites and monitoring of the navigation signals. The data from the ranging/monitoring stations is sent to the data processing facility at INC where it is processed to generate the navigation messages. The navigation messages are then transmitted from INC to IRNSS satellites through the spacecraft control facility at Hassan/Bhopal. The state of the art data processing and storage facilities at INC enable swift processing of data and support its systematic storage.
INC is connected to the ranging stations and to the satellite control facilities through two highly reliable dedicated communication networks consisting of satellite and terrestrial links. The hub for the satellite communication links is hosted at INC.
IMPHAL, May 28 : A one day state level training program on scientific rice production technology cum distribution of input was on Tuesday held at the Directorate of Agriculture, Sajenthong Training hall organized by the District Agriculture officer Senapati.
Speaking at the inaugural function M Gojendro, the Deputy Director Agriculture for Senapati said that the main object of the training program was to discuss on better production of rice of good quality with the help of the agriculture technology suing scientific methods with focus on the use of quality seeds and use of less seeds for the better production of rice.
Rajesh Aggarwal, Commissioner Agriculture ,said that as per the initiative taken up by the Government of India to improve the production of quality food grains under the National food security movement, it is very important to organize such training programs for the farmers in the state.
He further said that it is very important to improve the quantity of food grain throughout scientific methods as the agriculture land is becoming lesser and the population of the peoples are increasing day by day.
He also expressed his desire to hold such types of training programs for farmers in all the districts of the state and on a block level.
IMPHAL, May 28: Three cadres of the Kuki National Front (P), a signatory under the Suspension of Operations with the state and the Central government have been arrested along with arms and ammunition by 43 Assam Riffles personnel. The three were handed over to the Sekmai police station and then produced before the Chief Judicial Magistrate Imphal West and who remanded them to five days of Police custody.
According to the police, the cadres of the KNF (P) were arrested by the team of Assam riffles yesterday evening along National Highway number 2 on the Imphal-Dimapur road while they were coming in a Maruti Alto car (MN07-D-0748). Two Hk-33 riffles along with two magazines and 640 live rounds were recovered from their possession at the time of arrest and handed over to the Sekmai Police station yesterday around 11 pm last night.
The three KNF (P) cadres are identified as Thengkhothen Kipgen (25), son of Manglun Kipgen of New Keithelmanbi, Thangjalun Kipgen (19), son of Jamakholen Kipgen of Songjang Village Kangpokpi and Langminthang Kipgen (33), son of Lunkhai Kipgen of New Keithel Manbi.
IMPHAL, May 29: The Mapithel Dam Affected Villages Organization has said in a press release that since 13th June 2011 when the state government bypassed the Expert Review Committee process, many unexpected events have been taking place. It mentioned that a writ petition (no. 327 of 2011) was filed seeking resumption of the expert review process of the rules and regulations of Mapithel Dam and that until the completion of rehabilitation and resettlement, the dam construction be stopped.
The Vice Chairman of the said organization in the release continued that another petition was filled to nullify the Mapithel Dam Multipurpose Displaced Villages Committee (MDMPDVC) which was formed to scuttle the process of the review. The Court on its prima facie observation gave a stay order on 4th May 2012 stating that “The agreement signed by the bogus committee and the state government shall stay until further order” meaning that inter alia, no compensation or rehabilitation package shall be disbursed to the affected people until the final judgment of the original petition, the release pointed out.
Against this stay order, a team led by the DC, Ukhrul and SDO Phugyar, carried out household verification at Lamlai Khunou (Ramrei) and Chadong Village on 28-30th October 2012 and on 31st October - 2nd November 2012 despite several objections. Continuing this violation, funds for rehabilitation were released by the Finance Department through the account of the DC to some affected people through E-Transfer, he said, adding that a contempt of court was filed against the DC, SDO Phungyar, Commissioner IFC and Chief Engineer IFC.
He went on to say that however, in total disregard and disrespect for the courts order, a second verification drive was carried out on 3-4 April 2013 by the same team and despite a strong protest by the villagers, the verification drive was conducted by using heavy security forces under CRPC 144.
He further said that this violation of court’s order continues till date.
He added that the question is not just of violation of court’s order but also about the complete lack of empathy of affected villages and their plight and dividing villages.
He concluded by urging the CM and all those concerned to help establish the rule of law and help resume the ‘abandoned’ Expert Review process of Rehabilitation and Resettlement for the affected people of Mapithel Dam.
KANGPOKPI, May 29: Accredited Social Health Activists (ASHA), a community health workers, ASHA felicitators, GNMs and ANMs under the National Health Rural Mission under Kangpokpi Block were handed a Videocon mobile handset with other kits for official use in a simple function held at CHC, Kangpokpi.

IMPHAL, May 29: A Suspension of Operation signatory Kuki underground outfit set to hold peace talk with the Government of India and the Government of Manipur reportedly exchanged fire with cadres of another faction, informed a source.
Cadres of the Kuki National Front (P) were involved in an extended gun fight spanning around six hours since late last night of Monday till the early morning of Tuesday with cadres of the Kuki National Front (N) which had recently splintered from the outfit, informed the source.
Sources also said that a cadre of one of the outfits and a child were injured in the gun fight at Bongal Khullen in Senapati District under the jurisdiction of Yairipok police station of Thoubal District.
The scene of the incident is 15 kilometres north – east of Yairipok police station, said the source.
A cadre of KNF (N), identified to be the finance secretary of the outfit and a child of a nearby village who was at the scene of the incident sustained bullet injuries in the legs, informed the source.
However, there has been no official report of the incident or injuries made to the police and the identities of the injured could not be ascertained till the filing of this report.
Meanwhile, a team of the Thoubal District police commando had also inspected the scene of incident this morning but no villagers declined to officially report the incident.
IMPHAL, May 28: Personnel of 20 Assam Rifles today seized four vehicles fully loaded with zarda on the heels of the state police seizing of a vehicle of zarda on May 13 along with the four drivers.
According to a source, the four vehicles were seized from an area of Larong village by a column of 20 Assam Rifles deployed for counter-insurgency operations (CIOPS) and maintaining Law and Order in Chandel District today afternoon around 3:30pm.
The four were trying to smuggle the zarda loaded trucks into Moreh by taking advantage of movement of few passers-by due to a drizzle at about 3:30 pm, this late afternoon.
Out of four vehicles, two were Shaktiman trucks bearing registration nos MN-04/A-0446 and MN-04/1A-7899. The drivers of two vehicles are identified only as Anglin of Sugnu and Krishnamohon of Kakching.
The other two vehicles are Tata Sumos bearing registration numbers MN-01-4461 and MN-04/A-498 respectively and the two drivers arebeing identified as Roshan of Moreh and Momo of Pallel.
The seized zarda along with drivers were officially handed over to the office of the Deputy Commissioner, Chandel.
However, the approximate value of the seized zardas could not be ascertained till the filing of this report.
It may be mentioned that as per the order issued by Deputy Commissioners of various districts of the state since some time back, smokeless tobacco products have been banned in their respective districts.

IMPHAL, May 28: The closing function of the vocational training course for destitute women and girls organized by the State social welfare department at the Welfare Training Institute, Takyel today saw the distribution of sewing machines to each and every one of the trainees. Altogether there were 120 trainees from 2 batches of 6 months course each.
During the function, AK Mirabai, Minister Social Welfare said it is necessary to work together irrespective of gender to bring development in the state. She further added that vocational trainings have been regularly organized under the financial sanction of Social Welfare Department (SWD) to train poor and needy women and girls who are below poverty line (BPL).
The training is aimed in making the participants independent financially which in turn will make the society progress economically, socially and politically. The suggestion made by one of the participants today to increase the subsidy will be looked after from the next session onwards, she assured.
The Minister requested the participants not to sell away the machines but use it effectively.
Expressing her happiness and pride over a student of Tamphasana Girls’ Higher Secondary School secured the 4th position in the HSSLCE 2013 by overcoming her physical disability, she also assured that the post of Commissioner Disability will be filled within a month and the infrastructure of vocational training centre will be developed one by one.
IMPHAL, May 28: The All Manipur Students’ Union observed the 24th Students’ Emancipation Day at the Moirang Multipurpose Higher Secondary School, Moirang today in commemoration of two separate incidents of 1973 and 1979 when three students were killed in police firing.
Family members, supporters and students paid floral tribute to the portraits of the three students during the function today. Speaking on the occasion, AMSU president Thiyam Naresh recounted the incidents which led to the death of the three students.
Three students of the Moirang Multipurpose Higher Secondary School: the first being Haobijam Ibohal who was killed on September 30, 1973 during a procession demanding proper infrastructure of the school and Urikhingbam Khelen and Kumam Sarat killed were killed on May 28, 1979 in police firing during a similar agitation.
He said, AMSU has been observing the day in commemoration of the two incidents and denouncing police brutality on the student community.
He continued that education which is the back-bone of the society is being corrupted by politics today. The students, who are considered the pillars of the society, are hindered by the educational policies and the system which is corrupted by the so called politicians, he said.
AMSU will continue to stand by for the student community of the state and said the body will continue fighting for equal rights of the students of Manipur, he said before suggesting the students to put in extra labor to excel in their studies.

Thounaojam Iboyaima, President of Irabot Foundation Manipur who spoke at the function said women have been ceaselessly moving forward to safeguard the land though political parties do not listen to them as they are busy criticizing one another.
During the occasion, Prof Kshetri Bimola Devi, Political Science Department Manipur University said since 1980, the state has been witness to many crimes like torture, murder, abduction etc and that meira paibis have taken a stand against them.

IMPHAL, May 28: The District and Sessions Court will announce the final judgement of the court on July 12 day regarding the U- Morok gang rape case in which four persons including two IRB personal are the accused. The final hearing of the case ended today after a 7 month long trial at the District and Sessions court Imphal west.
Speaking to the media outside the court complex, Ng Tejkumar Public prosecutor said that after the concerned police station filed a charge sheet to the court in September last year, the trial was commenced under several sections being charged against all the four accused in the rape case. The Sections include 324, 367, 34, 376, 392 of the Indian Penal Code and Section 3 (A) and 25 Arms act, he said
During the 7 months long trial, statements of 25 witnesses were recorded by the Court followed by the argument between the public prosecution and the counsel with the Public Prosecutor submitting the final report to the judge today.
Ng Tejkumar added that the judgment in the case would have come in earlier but the charge sheet filed by the concerned police took time while taking the statement of altogether 90 witnesses, out of which, the court heard the more important 25 witnesses.
It may be mention that all the four accused including the two state police personal identified as Laikhuram Rojit (25), son of L Tomba of Porompat JNIMS road opposite gate number 3; Salam Bijen (34), son of Gourababu of Uripok Sorbon Thingel; Chungkham Ibomcha alias Eigya (37), son of Shamu of Thongju Boroi Makhong and Ksh Kennedy (37), son of Achou of Kongpal Chanam Leikai the later two being personal of 1st IRB were arrested by a team of Bishnupur Police on 23 March 2012 under FIR number 32(3) 2012 Bishnupur police station under Section 326/ 384/ 376/ 511/ 34 IPC and 25 (I-C) Arms act. The four accused are presently lodged in judicial custody at Sajiwa Central Jail with regard to the gang raping of an U – Morok trader from Longlei Nungleiband Village Khoupum under Nungba Sub division.
The U-Morok trader was abducted by the four accused on 22 March when the woman along with her brother in- law namely were heading toward Imphal in a Shaktiman truck to sell U-morok (Chilli) at Imphal. They were halted by the four accused near Keinou Awang Leikai who came in a Santro car. Brandishing a small arm, the four not only assaulted the woman's brother in law but snatched two Nokia handsets and looted Rs 6500 besides taking away about 40 kgs of chilli worth about Rs 32,000, that belonged to the woman. The woman trader was the led to a nearby paddy field along the inter village road of Irom Meijrao at gun point where the four accused raped her.
New Delhi, May 28: The HRD Ministry has announced a cash award of Rs. One lakh each to about 200 meritorious students who have passed class 12th this year in the Government schools affiliated to CBSE. This was approved by the HRD Minister, Dr. M.M. Pallam Raju in New Delhi last evening. The students who have studied from classes 9th to 12th and have passed the class 12th exam this year in the Government schools affiliated to CBSE and run by the State Government will be eligible.
The announcement said out of 200 rewards, 50 each will be for the students from Science, Commerce, Humanity and Vocational streams. Expressing satisfaction over the CBSE class 12th result announced yesterday, the Minister said the pass percentage this year is 82.10% which is highest in the last five years. The names of awardees will be announced in one month’s time.
New Delhi, May 28: The Annual Plan for the year 2013-14 for the state of Meghalaya was finalised here today at a meeting between Deputy Chairman, Planning Commission, Mr. Montek Singh Ahluwalia and Chief Minister of Meghalaya, Sh. Mukul Sangma. The plan size has been agreed at Rs. 4151 crore.
In his opening comments Mr. Ahluwalia appreciated the efforts of state government in expediting pace of development. He said performance in financial management is good and achievements in human development index are satisfactory. Meghalaya needs to focus more on high dropout rates. Mr Ahluwalia said the Commission intends bringing about more flexibility in the implementation of Centrally Sponsored Schemes and a cabinet approval in this regard was expected shortly. He said the proposal has proposed considering state specific amendments in the guideline of these schemes for two years. This would ensure efficient implementation of central initiatives.
Mr Ahluwalia said a Committee under Secretary Planning Commission is being set up to ensure timely release of funds to Meghalaya under various central programmes. It was pointed out that the GSDP at constant (2004-05) prices of Meghalaya has increased by 84.05% from 2004-05 to 2012-13, while, the national GDP increased by 85.21% for the same period. The per capita NSDP at constant (2004-05) prices of Meghalaya has increased by 65.54% from 2004-05 to 2012-13 which is higher than the increase in national per capita NNI of 62.13% for the same period.
The state was advised undertake academic and governance reforms in the higher education system. Also the details regarding the enrolment in public and private institutions, investment in private sector and any initiative on PPP mode needs to be provided. The state may prepare a comprehensive strategic plan indicating the measures and interventions for development of higher education and consolidation of existing institutions in the state. The State Government was advised to take necessary policy initiatives for further strengthening industry sector. Effort should also be made to fully exploit immense tourism and art and craft potential. Planning Commission also advised the State Government to make full use of Science and Technology in improving pace of development. State should also encourage public private partnership in all sectors of economy. The State should provide special focus on the integrated water resources management, basin planning, water quality, monitoring and management.
Briefing the Commission on the achievements, Mr. Sangma said between 10th and 11th plan period the food grain production has gone up to 3.19 lakh MT from 2.70 lakh MT while horticulture production is 5.22 lakh MT against 3.97 lakh MT. He said literacy rate is 75.48 against 62.6 in 10th plan and 81% of villages have been electrified while only 54% of household have been electrified. The cash deposit ratio of Commercial Banks between the plan has gone upto 37.68 against 36.86 in 10th plan.
Mr. Sangma sought Planning Commission support for externally aided projects in water sector, green energy, new Shillong Township and forestry. He said people cutting across various groups and communities have evinced interest in various on-going development initiatives. Various multi-lateral agencies and centres of excellence have shown interest in partnership with Meghalaya.
He said under Community Development and Panchayats scheme, the emphasis has been laid on agricultural production, social education, animal husbandry, including veterinary, industries including arts & crafts, health and sanitation and rural roads which are being implemented through existing 39 Development blocks. The objective of the Community Development Scheme is to bring about general development and upliftment of socio-economic life of the rural people so as to foster the community sprit among the communities in the development process.
He said the State Government has stated that under the Mining Policy introduced in November 2012, mining is envisaged to be gradually regulated and illegal mining will be put to an end within a period of one year. The implementation of the policy will be monitored by Empowered Committee. The legality and other matters may also be examined.

Indicating that a number of Indian businessmen had come in the Conclave, Manipur Chief Minister suggested that investment could take place in Sagaing Region in Myanmar in different areas like generation of power in hydroelectricity, thermal power plants, agro-industries, setting up of educational institutions and hospitals with the support and cooperation from Mynamar authorities.
He proposed exchanges between Saigaing Region and Manipur in areas like education, culture and sports; and offered education facilities to the students of Sagaing Region for studies in medicine, engineering, higher studies in colleges and university in Manipur. Highlighting that Manipur was the power house of sports in the country, he invited the Myanmarese sportspersons for study at National Sports Academy in Imphal.
Manipur Chief Minister said, “People living on both sides of the border of Myanmar and Manipur have been sharing the goods and essential commodities produced by both countries for a long time. Formal border trade between India and Myanmar started only in the year 1995 through Moreh- Tamu sector after signing an agreement in 1994. Number of items allowed under the border trade has been increased to 62. And normal trade between the two countries though Moreh-Tamu sector is also allowed. However, for various regions like lack of banking facilities and good infrastructure on both sides of the border, normal trade has not started.” He emphasized the need for strengthening the banking network on both sides of the border. Myanmar Economic Bank in Myanmar and United Bank of India which were the designated banks for the trade should have the facility of foreign exchange and opening of Letter of Credit by the traders. It would grow the volume of trade between Manipur and Sagaing Region and help in the growth of economy of both Manipur and Sagaing Region.
He said, ”The Government of India is setting up an Integrated Check Post at Moreh for promotion of trade and tourism between India and Myanmar through Moreh- Tamu Sector. It will be ready by 2015.”
“Two Bordar Haats between Manipur and Sagaing Region at Behiang and New Somtal in Manipur have been approved. We would like to open two more Haats at Konkan Thana and Tusom in Ukhrul District of Manipur.” he futher stated.
Manipur Chief Minister also proposed for import of precious stones,coaland pulses from Myanmar to Manipur through Moreh- Tamu border. He also urged the Myanmar authorities for import of teak from Sagaing Region to Manipur for industrial purposes. Manipur Government has earmarked 500 acres of land for teamber park. This would enhance the economic condition of the Sangaing Region from iexporting the teak to Manipur: besides providing job opportunities to the people of India , particularly of Manipur.
Refering to visa facility for visit to Myanmar by land route, Manipur Chief Minister O. Ibobi Singh proposed for opening a Visa Office of Myanmar in Imphal , which would facilitate in the promotion of tourism in Myanmar. Manipur Government was willing to provide necessary space for opening of Visa Office at Imphal.
He stated that every year from 21st to 30 November, a tourism festival of Manipur namely Sangai festival was held at Imphal, capital of Manipur. The festival showcased the cultural heritage of different communities of Manipur along with handloom and handicraft products of Manipur. Informing that Thailand had been participating at the festival for the last four years, Manipur Chief Minister invited the traders of Myanmar to take part in the Sangai festival along with the beautiful cultural programmes of Myanmar in the forthcoming Sangai Festival. He drew the attention of the Sagaing Region authorities to become a partner in the Sangai Festival to be held in November 2013. The Manipur Government would provide free stalls for the participants of Sagaing Region.
Refering to medical care facilities for Myanmarese nationals in Myanmar, Manipur Chief Minister said, “Manipur has excellent medical care facilities. Regional Institute of Medical Sciences, Jawaharlal Nehru Institute of Medical Sciences Hospital, private hospitals like Shija Hospital, Sky Hospital for heart, Raj Polyclinic, Imphal Hospital, City Hospital in Imphal are well equipped to provide excellent medical care at very reasonable rates. Some of the Myanmarese nationals are coming to Imphal for treatment. Government of India is considering to provde visa-on arrival for the Myanmarese nationals at Moreh for medical treament. With these facilitiies, it will be very convinent for Myanmarese nationals to visit to Manipur to get medical care".
Chief Minister of sagaing Region U Thar Aye who made welcome address requested the Indian authorities to invest for socio-economic development of Sangaing Region.
Commerce and Industries Minister of Nagaland Pangnyu Phom and Minister of trade and Commerce of Mizoram Lalrinliana Sailo also addressed to the gatherings highlighting their respective business opportunities.
Prior to the Business Conclave, the Chief Minister of Manipur Okram ibobi Singh and the Chief Minister of Sagaing region U Thar Aye jointly inaugurated the Myanmar- India Trade Fair at Town Hall here.
